Virtual Serial device

Does anyone know if there is a terminal server device out there that
allow me to plug in modems and have them mapped to a serial device on a
DEC UNIX 2100.

I do not want to use a multiplort serial card due to the cable distances
and the associated cable mess.

If anyone has used the rtelnet function with Xylogics Annex terminal
servers which maps a physical port on the Terminal server to a /dev/tty,
  then this is what I need but in a DEC world.

Does the DEC 90TL do this? I seem to be getting the run around from DEC
sales support on this.
Is it any good though?
Do you have to use LAT? Or can I keep to TCPIP?

Any other suggestions is welcome.
