With v3.2 there was none.  I heard rumors there would be one
under v4.0, but I haven't been around v4.0 enough to find it.
You might try zuausr:

Randy Hayman has that running here under both DU v3.2g and v4.0b,
other sites are running it as well.  I've completely abandoned
XIsso and XSysAdmin under v3.2.   Kurt

In DU 4.0 and up, there are the new commands groupadd(8), groupdel(8),
groupmod(8), useradd(8), userdel(8), usermod(8). These have the
extended security options.

If you are on v4.0+, the command is edauth.  Previous to v4.0 there were none.
In any case, I wrote a set of utilities to handle most account maintenance 
tasks (ftp://raven.alaska.edu/pub/randy/zuausr), which many have found to
be nicer than the provided means.
