rabbit Numeric lock

Dear managers:

How do you keep the numeric lock key on when a user logs in under
the CDE and/or dxm using the defaults files. Our users constantly
changed and we would like the numeric lock to be on without bothering
the user to click the key on.

We are running DU 4.0.
