Re-prtition of disk with root file system

The Alpha, running Unix c3.2, is running out of space for the root file
system. We are unable to alter the disklabel for that partition or for
the adjacent swap file partition in multi-user or single user mode.
Message is "Cannot shrink or move open partition".

Any suggestions as to how we can change partition sizes?
