rsh problems

I've got two Alphaserver 1000/266 machines running 3.2D.

The default network interface is the 10 MB Dec DE-435 card. I've
recently added a 100MB DE-500 to each of these machines, and they work
fine. I named the interfaces for machines x and y:

x - 10 MB
x-100 - 100MB
y - 10 MB
y-100 - 100MB

As an unpriviliged user, I can rsh from x-100 to y-100 without any
trouble. If I try as root, it fails with a protocol error.
As root, I can rsh from x to y without any trouble. I've got all the
.rhosts in place.

Does anyone have any ideas to resolve this?
