How to allow giving away files?

Managers, How do I allow users to give away files? As part of a release
          process, users put files into a specific directory and then
          chown the files. This works for them in their old environment,
          but not the environment (dual 2100's, ASE with all nfs services,
          du 3.2D) they should be migrating to. It looks like there is
          an optional parameter (sec_acl_posix) that can be set at kernel
          build time, but I can't RTFM if I can't find the FM, so I don't
          know how/if that's what I should be setting. TIA Jeff
