Missing C include files after installation

  Two new Alphas I recently installed from CDROM are missing the C
  include files. I tracked it down to a missing subset OSFCMPLRSEXT350.
  Will someone explain where this subset is located in the CDROM distribution
  and why it didn't install originally?
