Connection security

Dear managers,
        Few weeks ago a user installed a Linux server inside our network, he
used this server to hack machines outside and caused problems to our
site. The problem is that our institution has 3 campus with a computer
center each and is almost imposible to be taking care of the network
all day long.

        Days ago I installed a dhcp server on a DEC Alpha OSF/1 from
Ftp://ftp.isc.org/isc/dhcp/dhcp-970327.tar.gz with Win95 clients, it's
working properly, but solves part of my problem because machines that
have its own IP address can connect to the network and have access to
Internet (what I don't want).

        What I need to do quickly is to find the way to prevent machines
with their own ip address go out of the subnet where they are.

        Do you have an idea how can I do this?

        How are you controling unauthorized machines be connected to your
network? and use your domain to cause problems to others.

        Are you using some kind of internal firewall to prevent this?

        Please help! I'll summarize.
