Enabling root ftp access ?

Hi,

I searched the archives but saw no summaries on this one:

I tried to enable (temporarily) ftp access to my server by root but could
not do it. I modified the /etc/ftpusers file and removed user root from the
file but it did not work. Also, I noticed that ftpd is NOT running on my
system. I tried with ps auxww | grep ftpd and got nothing !

Strange or normal ? Other users have no problems accessing the server via ftp.
