Many suggested I had either not followed instructions or needed to
install the dupatch utility -- part of a "Patch Tool" subset.
Fortunately, I had followed the instructions *and* the dupatch utility
had been installed by an earlier patch, osf410-400106_v40b. Prior to
the installation of duv40bas00003-1997042 the abbreviated output from
a setld -i was:
OSFPAT00000000410 installed Patch Tools (- Required -)
OSFPAT00000001410 installed Patch Tools (- Required -)
After an unsuccessful installation attempt, the setld output was:
OSFPAT00000000410 installed Patch Tools (- Required -)
OSFPAT00000001410 installed Patch Tools (- Required -)
OSFPAT00000002410 corrupt Patch Tools (- Required -)
I received a response and _solution_ from Martin Moore at DEC. The
meat of his response follows:

I did as instructed, and the patches installed fine.
Thanks Martin!
