I think you need to set the console variable "auto_action" to
"B" or "BOOT". See what you have it set too now, since rebooting
after a panic is a pretty normal thing to do.

What about after the panic? If that is the last message,
then the system isn't rebooting because the panic code
didn't finish. Shortly after the panic message is printed
the kernel writes out memory to the dump device, generally
using low level I/O services available from the console.
Once that's done, it should reset itself and start booting
again. If it doesn't write a dump after the panic, then
it won't reboot.
The particular panic footprint could be one that can't
dump memory. You'll want to contact the CSC to see if
they have a patch.
