shutdown level transition

I'm a VMS system Manager still becoming fully acclimated to the Digital
UNIX environment and had a question about shutdown.

I have du 3.2 and du 4.0 and have added shutdown procedures to /sbin/init.d
I learned via trial, error and the man pages that shutdown doesn't do
level transition and hence doesn't call the shutdown scripts unless you
shutdown to single user mode and then finish the shutdown from the console.

This seems so cumbersome that I feel I must be missing something.

First, Am I correct to be placing startup/shutdown scripts in /sbin/init.d?
Second, Is there is another place to grab a hook for shutdown scripts such
that they are called no matter what type of shutdown?
