Thanks to the following gurus for helping me solve the problem:

As many pointed out, the maxusers parameter has nothing to do with
the actual number of users that is allowed to log in. That is determined
by the licenses. When I upgraded the system, a temporary license was
installed.
The solution was to use the License Management Facility (lmf) to register
the PAK's from the DEC Campus CD-ROM, and delete the temporary and the old
ones. The process was:
* copy the paks from the CD to /paks_unix
* register the new PAK: # lmf register - < /paks_unix/osf-usr
* list PAK's registered: # lmf list full for OSF-USR
* remove the old registrations: # lmf delete OSF-USR DEC authorization
where authorization is the Authorization Number
* update the license in kernel: # lmf load 0 USR-OSF
I now have:
# lmf list | grep OSF-USR
OSF-USR active unlimited
Lesson learned: remember to register the system after an upgrade.
