connection problems

in the midst of trying to upgrade my version of inn yesterday, I seem to
have caused the current version of inn to go brain-dead. The connections
to port 119 keep timing out. As a side note to all of this, an assistant
of mine made a mistake in the nnrp.access file that made my server open to
the world. Enough time lapsed that one (or several) of those wonderful
people who keep track of these things published that it was an open site.
needless to say, I had an incredible increase on load on the server.

now, the question... what is the best way to "debug" these problems. i
worry that I'm running out of "something" due to the fact the site was
listed as open. I'm in a real bind here. Any help would be appreciated.
