Problems using rdump

I'm trying to use rdump with a DEC running DU 3.2g to connect to another
DEC runnning DU 3.2g with an Exabyte 8mm tape drive but I keep getting any
error:

rcmd: socket: Permission denied
rcmd: socket: Permission denied
rdump: Cannot establish connection to remote rmt command
rmthost(): rcmd(): Permission denied
Terminated



I can connect using the rsh so I think the .rhosts and such is fine.
I am not running this as root but as another user - our oracle dba user.

Any suggestions would be appreciated
