fork/procdup:task_create failed

Hello,

DEC ALpha 5000, DU 3.2c

I add new web server, but system can`t start it. I says:

Status:
       [https-asilleather]: startup: listening to 195.174.27.2, port 80 as nobody
       [https-asilleather]: daemon: unable to fork new process (libsec code -8187)

On the console Log:
       fork/procdup:task_create failed

So I want to compile kernel. I couln`t find taskmax only. I depends nproc
and nproc depends maxusers. So I increased it to 64. After building kernel
I move vmunix to / and reboot. But again server couln`t start.

Machine has 32 MB ram and 9 web server runs on it.

Any help is appreciated.
