Summary: Restricting FTP access

My original question was about restricting ftp access by local and outside
users to my Alphastation. Many thanks to Sean 0'Connell, Barry Treahy, Amy
Skowronek, Richard Eisenman, Martin Mokrejs, Gary Gladney, and Damian Murphy
for their help. The suggestions can be summarized as follows:
1. For internal users, usernames appearing in /etc/ftpusers will be denied
access. man ftpusers will help with this.
2a. For external purposes (for controlling access from other hosts), I can
use tcp_wrappers (located at ftp://cert.org:/pub/tools/tcp_wrappers , among
other places).
2b. The Firewall Toolkit from ftp.tis.com was also suggested for
controlling outside access.
2c. As was "wuftpd".
2d. Using an "individual chroot region for each external authority ftp" was
also suggested for controlling outside access, along with wuftpd (the
Washington University FTP daemon).
