Installation of bind4.95

If anybody could guide me some installation steps of installing bind4.95
on DEC OSF/1 V3.2-D.How do I configure my machine as a primary name server
and I am also getting problems with my usual bindsetup.It works fine when
i configure my machine as a resolver.
But it shows error like

 arp table
host name not found
when i configure it as primary name server..
