About add disk

Hi,everybody:

     I want to add a disk to my AlphaServer 2100 4/275, the new disk is
RZ28M,after I did the makedev for the new disk,then used the command:
disklabel -w /dev/rrz1a rz28,
it gave the error message: I/O error.
    The system has found the new device,and the vmunix have been
rebuilt.
    Does anybody know why?
