maxusers kernel param

I need to change the maxusers parameter on one of my systems.

Reading through the DEC Unix Performance tuning book, it says to change
it in the sysconfigtab. What I didn't see is under what subsystem to add
it?

My best guess right now is that it comes under IO.

Please correct me if wrong.
