Terminal falls asleep after short inactivity

I have a problem in DU 4.0B on AlphaServer 4100:

When I use any text-based application (e.g., vi, lynx) or shell commands
from console or network terminal and when I stop typing characters for a
short period od time (about 10 - 20 seconds), it takes about 1 second
before the system reacts, when I start again typing. It occurs even when
I am the only user of the system and there are only a few system processes
running, which are idle most of the time. Can I change any kernel parameters
to speed up the system reaction?
