remote xdm access denied with Exceed

I'm trying to use Hummingbird Exceed on my Windows NT workstation to
connect to a Digital UNIX 3.2d server and get a full screen session
using xdmcp query mode.

My first attempt at doing this produced the message "fatal error - xdm
session declined".

After clearing the xdm key field in Exceed, I was able to get the xdm
logon screen to come up. However after logging in I get the message
"Cannot start session manager from remote client - access denied."

I've verified that the two machines can see each other and my login
information is correct.

I suspect the problem has to do with xdm-authorization-1, or session
manager settings on the server. I'd appreciate any help from someone
who's encountered this problem.
