Hi,
I did not get any reply but luckily I found a solution to the problem.
The lpd in DU3.2d is behaving normally, that is, the jobs are served
in a FIFO order. Therefore, in the workstations running as print servers,
I replaced the lpd and lpq with those in DU3.2d. This has been done for
one day and I do not see any side effect.
By the way, if anyone wants to simulate the problem, the easiest way
is to have a serial printer (with no network connection) connected
to a workstation running DU4.0b (I am not sure about 4.0 and 4.0a).
Have it setup as a print server in printcap and start submitting
jobs from different *clients*. Using lpq, you should be able to see
that jobs are ranked basing on job-id instead of their order.
You may want to edit the .seq file to make the situation more obvious.

TM Lam
