the result:
it is impossible to change the NSEL in an DECnet NSAP to 01
(of course not to 00, that would be a NET, Network Entity Title)
_but_ it _is_ possible to communicate to another osi-application on
a node that uses NSEL 01 in his NSAP.
routing was not our problem, but DECnet osi reports errors "by routing"
if there is a wrong address in use.
