DECnet osi, NSEL, routing

I have to communicate via the DECnet osi stack to another unix
computer running another osi implementation.
They usually use NSEL 01,
decnet_register rsp. ncl refuses to change NSEL of our
DU Workstation to 01.

Another problem: there is a router to this other system.
Sorry I'm not familiar with DECnet osi. Until now we
did _all_ our communication via tcp/ip.
