Thanks to all.
There were a few steps I had to take to get everything running.
1.) Make sure the interface is in promiscous mode, which I did the
netconfig.
2.) compile the kernel with packetfilter option
3.) MAKDEDEV pfilt.
After doing those three things the program now runs fine.
