increase pseudo-terminal

Hi OSF managers,

I tried to increase the number of pseudo-terminals by 512 in the
configuration file but failed to compile a new kernel.

I know that I should select one type of pseudo terminal, either
stream-based or clist-based. But even if I comment the BSD_TTY, it still
not compiled. Any ideas?
