Clearing FIN_WAIT_1 TCP stream

I run an FTP server on a 3000/90 running 3.2D-1. Recently a remote
site contacted us saying that we had been sending them packets every 2
minutes for a week, pertaining to an ftp connection that had been
interrupted.

netstat revealed that there is indeed a stream to the machine in
question:

tcp 0 35384 A.B.C.D.20 W.X.Y.Z.27219 FIN_WAIT_1

(addresses censored!)

Network monitoring reveals that we are indeed sending periodic traffic
to W.X.Y.Z.

There is no process associated with this connection. This has been
verified by checking for stuck children of the FTP server, and
checking the open file descriptors of all processes with "lsof". It
seems to be an orphaned connection (presumably the kernel is
programmed on the assumption that the FIN_WAIT_1 will not last long).

Is there any way I can get rid of this tcp connection forcibly, and
stop annoying the remote site (short of rebooting, that is)?
