UPDATE: running out of processes

I found information about how to change the maximum number of processes per
user. It said to change it in the /etc/sysconfigtab file. I already had
it set to 1024. When I do a sysconfig -q proc, it gives me some following
values:
max-proc-per-user = 267
max-threads-per-user = 532

The values I have set in /etc/sysconfigtab are 1024, and 4096 respectively.
 Do I need to recompile the kernel again? How do I set it so that they
stick? Can these values be changed dynamically? or does the server have to
restart? (BTW, I have restarted the server, twice!) Any help would be
appreciated.
