My original question was
"How to add an IBM disk to our system?"

The solution was:

1) Create device files in /dev directory
cd dev
./MAKEDEV rz2
2) add a disklabel to the device.
disklabel -w -r /dev/rrz2c IBMDISK

After these steps, new file domain and file set can be created using
mkfdmn and mkfset commands. (We are using Advanced File System)
