Thanks for the pointers gang. As I suspected, the problem was trivial.
Locating the trivial thing was the problem.

I need to tattoo on my eyelids, look at the archives... FIRST.

My exact problem, with solution was written up there. Mea Culpa. Sorry.

In a nutshell, C2 Enhanced Security was turned on by whomever built
this system (obviously not us). We've never used C2 security features
and so didn't recognize the problem or solution. I simply switched
the system back to BASIC security level and all the terminals work
fine now.
