OSF-BASE vs OSF-USR licenses

We have several machines running DU 3.0 and DU 3.2 which have only
the OSF-BASE licenses from DEC. Each machine is also enrolled in the
DEC CSLG program so they have OSF-USR, OSF-DEV etc etc. We have been
caught in a transition where all the CSLG licenses have run out. Now
only root can logon to the machine. It is my understanding that
OSF-BASE is a root+2 user license. Why is it that if this is still an
active license on the system that no non-root users can log in? The
error message which is generated when a non-root user tries to log on
is "OSF-USR license has expired."
