root login at system console (or lack thereof)

Mysteriously root logins from the system console are being disallowed.
I'm getting an error message that pops up after entering 'root' and
the system password: "Not authorized for terminal access"

The only other time I've seen that message is when trying to log in as
root from an X-Terminal. Where do you specify which terminals should
allow root logins?

I know on ultrix you have to specify in the /etc/ttys that a certain
tty is marked secure. What is the equivalent in DU and why did the
status suddenly change. Ideas?
