mtools setup

I installed mtools on a AlphaStation 250 4/266 running digital unix
v3.2d. When I try to access the floppy drive, I get the following
error:

Drive 'A:' not supported
Can't initialize 'A:'

I can use tar to access /dev/fd0c. I believe that A: is mapped to
/dev/fd0 and I created a link to /dev/fd0c. I get this error message
even if I specify to look at /dev/fd0c (i.e. mdir /dev/fd0c). I have
set permissions of the device to 666. Any ideas?
