Device is Busy!!!!!!!

Hep!!!!!
        My name is Rick Druding. Recently, I start a new job which entails
managing a DEC Alpha 2000 - 4/233 server running DEC/OSF Unix.

        One of my first tasks was to configure a TLZ09 Dat Tape Drive. This
had all the appearances of being a "Simple" task. Ha!

        The tape drive itself was installed by Digital prior to my employment.
Digitally was not contracted to configure it, only perform the physical
installation. The 90 day support for this hardware ran out about the
time I was hired. They will not help without a $400.00 PO.(Trying to
avoid this expenditure.)

        My problem is this....After following the configuration process to the
letter, which includes rebuilding the Kernel, rebooting, etc., and
varify that the device exists rmt01, rmt0h, etc... Any attempt to access
this device results in the message "Device is Busy".

        What have or haven't I done to complete the proper configuration of
this device?? I'm stumped. Any suggestions are welcomed.

        Note: this is a new device, so there are no users or processes other
than myself, that even know this device exists.
