Sorry for posting such a basic question - I'm new to sysadmin,
especially on an alpha. The answer is available in the
archives, but I couldn't find it on the manpage, and I don't know where
the FAQ is. Anyway, removing /etc/.AM_is_running fixed the problem.

This should be in the list archives, the FAQ, not to mention DEC's man page.
The file you are looking for is:
/etc/.AM_is_running
It was most likely left by someone crashing out of account manager, or
getting rebooted out. Mkae sure there are no running dxaccounts processes
and then just delete the file.
