Install DEC 4.0

 Hi,
 
 
 I want to find out the advantage of DEC 4.0 version compare to other
 releases. And it is posible that I could have the procedures of
 installing this software into my system?
 
 Our systems are currently running a lower version of DEC 4.0, and we are
 planning to upgrade our system. It would be a great help to advice me of
the
 things I need to know.
