4100's PCI busses

The 4100 has 2 PCI busses. pci0 is a combination PCI and EISA bus and
pci1 is only PCI. I have plugged in 4 additional differential SCSI
controllers and find that only the two that are plugged into pci1 are
recognised by the system. Even at the level of the SRM and the AlphaBIOS
the 2 boards on pci0 are invisible. It doesn't seem as if pci0 is broken
as the display adapter is plugged in thereand it certainly works. Are
there any suggestions?
