128 MB memory limit default?

        We have an ALphaserver 8400 with 10 CPUs and 4 GBytes of RAM. However,
when our users submit batch jobs, the maximum they are able to grab is 128MB.
 When they do a limit command, the memoryuse is 4GB. What command or option do
they invoke to get past the 128MB barrier which I assume is some default?
