The original query was:
I have a DEC3000/M300 which has a serial terminal console attached.
Whenever it runs the power-on tests, it fails with the
SCC ? 60
(orginally I had a typo saying SRM ? 60)
error, and does not continue booting. It is using the serial console with
no problems. What do I need to do to make it realize there is no keyboard
and mouse, and continue booting without failing the SRM test?

The solution was to set an internal jumper to select a Serial console.
"Open up the case. Just behind the onboard SCSI connector is a 4 pin
jumper bank labeled W2. By default, pins 1-2 are connected. Move the
jumper to pins 2-3 to set the alternate console feature."
On an aside, I had searched the archives but I searched on 'DEC3000 console'
A search on 'DEC 3000 console' would have returned a summary on the same
problem written by Arrigo Triulzi.

I think you mean "SCC ? nn" (Serial Controller Chip? that controls
the Serial/Kbd/Mouse lines)
Anyway, i have several 300s and *some* of them work just dandy, and the
others refuse to work properly under any condition for Serial Console
auto-boot. There's the internal jumper to select Graphics/Serial console,
but again, that doesn't always work. I suspect this is a Motherboard Rev
problem.
For these systems, i suspect (but haven't tried) that you just have to put
keyboard and mouse onto the system, select the "Alternate/Serial Console
jumper" and it should work.

I think it's labeled W2 and has 1-2-3 pins and 1-2 is Graphics/Default,
2-3 is serial port. It's located somewhere behind the primary disk drive
bay.

I suspect that this will not help though... It should fail with a SCC
error
when no keyboard is connected. A SRM error may be bad news.....

Open the box, towards the front, just in front of the left SCSI
connector (looking at the box from the back) you will see a jumper
which is set to 1-2 if I am not mistaken. You need to change it to 3-4
to disable the internal video & keyboard stuff. Then disconnect them
and leave only the serial console.
In any case you should find a discussion of this in the archives as I
had asked the question some time back (search for either my name or
DEC 3000/300 console.
