I had one response with positive content. I attach below in full.
I did not have any unexpected or unusual enteries in the routing
table and when I rebooted the machine yesterday morning everything came up
OK.

Subject: Re: icmp broken, tcp/udp OK problem
Bob,
Had this same problem a while back. Here's the response that got me going
again:
**********
I have seen this problem myself recently, only it was on DU 3.2G...
We could only ping certain machines on our local network, and NO
machines outside of our local network. Telnet worked fine, but ping
and traceroute did not.
Try doing a "netstat -r" and see if you have alot of entries that have
a flag of
"UGHD" or something like that...the "D" is important. If you do, can
you ping to these machines...if not, try a machine not listed in the
route table.
Try doing a "route flush" then add your default route again "route add
default xxx.xxx.xxx.xxx".
See if this clears it up. If it does, then some machine on the
network is sending routing redirects and messing up your routing
tables. Look for "routed" or "gated" running on any system or a
problem with a router.
*************
that solution was sent to me by Tim Ambrose (to give credit where credit is
due)
The "route flush" is the key here, and then add your default router back in.
one other thing to try is to just reboot the system. This will flush the
route tables
and reread the /etc/routes file for the current default router.
Good luck.
