DE500-BA question in PCI cage

We recently had a second DE500-BA card installed in an alphaserver
4000 5/400. This second card went unused(ewb0); it was installed
for future purposes. We used the factory installed DE500-BA
(ewa0) for several weeks.

Subsequently this machine was moved to another location.
And after rebooting and so on the ewa card no longer worked.
The ewb0 card did work so we switched to that. A new DE500-BA
was replaced in the ewb0 slot but that doesn't work either.

Anyone have ideas about what's wrong in the PCI cage that may
be causing this.
