Limiting Users' Logging In

I have two servers (using NIS) for which I wish to limit login-access
to two specified netgroups. I want to exclude all other users from
logging
in. Because of a separate application, I cannot delete the "+:"
from the /etc/passwd files on these servers.

Suggestions?
