Thank you to those folks who made suggestions.
There were two areas of suggestions:
1. Making appropriate /etc/passwd entries for 'allowed'
users/netgroups and then putting in a wildcard entry
which would block everyone else; e.g.
+:*:::::/NO/USABLE/SHELL
2. Customized /etc/login and /etc/profile which check if
the attempting user is in an 'allowed' group.
For my purposes, it appears that suggestion 1 will be the
way to go.
