Puzzling ECU problem

When I attempt to configure an ISA board through ECU, I put a DOS
formatted diskette containing the vendor provided .cfg file in the disk
drive and the ECU responses with "No CFG Files Found".

The .cfg file was obtained from a tar file and copied to a DOS formatted
floppy.

The puzzling part is that the .cfg file loads fine at the vendors site

Both machines are AS/2100's ev5
ECU version 1.11a

Firmware level on the machine that works is 4.54
Firmware level on the machine that doesn't work is 5.1

Any solutions, hints, or ideas appreciated
