Thanks to everyone who responded on both lists. Had I scanned the DU
4.0D relnotes closer, I would have found that there's a wonderful (not!)
new security measure for syslogd that prevents access to anyone using
the UDP syslog port, even if it's on the same machine. The URL for this

I know reading the perl5-porters mailing list archive that some of the
Perl folks are considering using the /dev/log interface; it ought to be
the default on DU boxes, though this would definitely make the
Sys::Syslog code somewhat bigger.
