Permission denied when using rsh

Hi all,

I know this is simple but still I couldn't get out of it.

When I issued the following command in one of the UNIX box using root account,
it always says that permission denied.

# rsh rose ls -la
Permission denied.

Can anyone help? I have already added the local host to the remote host's
hosts.equiv file.
