Problem was:
FrameMaker was started on a Sun Solaris server and the display
was on an Alpha workstation running Digital UNIX 4.0d (PL2).
At some point, no more windows could be opened and Xdec complained
that the maximum number of X-clients was exceeded.
I restarted Xdec with the following switches:
-ld 0 -lf 0, which set the limit for data and open files to unlimited.
See man Xdec.
The problem went away. Apparently, either the data or open files limit
for Xdec was the limit. I suspect data limit was the problem, since I
was handling very large images and having many large clients running on
the local machine (GIMP, XV etc.).
