Original question:
        What we are trying to do is (all under C2 without using the GUI
tool):

        1) Create a new user account
        2) Unlock user accounts
        3) Change passwords on accounts

For 1) `useradd $USERNAME`
        2) `usermod -x administrative_lock_applied=0 $USERNAME`
        3) `passwd $USERNAME`

It was also suggested that we look at a package called zuausr from The
University of Alaska, ftp://raven.alaska.edu/pub/randy/zuausr/ . But we
haven't looked at it yet.

There were also a few suggestions to use /tcb/bin/edauth <user> to unlock
the user by changing the u_lock to u_lock_at_.

We chose to use 'useradd,' 'usermod,' & 'passwd' because it was an easier
script to write. We are able to use sudo so that specific users are able to
run the script.
