The source for 2.3 patched version of mpeg_plag is available from
mm-ftp.cs.berkeley.edu/pub/mpeg/play and compiles on a DU4.0
alphastation with the proper development software subsets installed:

cp Imakefile.proto Imakefile
xmkmf
make

This produced:
-rwxr-xr-x 1 root ce 237568 Jan 21 11:26 mpeg_play

If you need this, it is available via ftp from:
mm-ftp.cs.berkeley.edu:/pub/mpeg/play/mpeg_play-DU4.0-2.3-patched
(Thanks Berkeley Plateau Multimedia Project!)

I didn't try this yet.
